I think the 4052 may be being driven into SCR lock up on power up.

Hi David, Thanks, this is puzzling as I'm pretty certain that wasn't the original assembly course I ordered... I'm now wondering whether it may have been someone elses. As the whole package came together with the MK3 dev board (and I think a C primer as well) Did the late John Becker work for Matrix...
