Why doing single step it will not wait at delays but when running a simulation it will?

If you are single stepping it could wait at delays, but it was decided this isn't typically what you want - if you are manually stepping though a program then you are probably debugging so having to stop at, say, a 5 second delay as you step through could be a little annoying. I figure either delays are long enough to be annoying or short enough to be ignored.
If there is demand for waiting at delays while manually stepping through I can probably add it as an option.
