Hardware : EB006 MultiProgrammer Boards V1 - 6

Symptoms :

RB6 and RB7 do not work as general I/O pins

Cause :

Background debug is enabled and it uses pins RB6 and RB7

Solution :

Disable background debug in compiler options before programming the PICmicro.
