I when I turn on the dsPIC33 short time he turns off and then on again. And is always be connect and disconnect yourself. What can be?

The problem is solved.
The CS3 was connected to the G9 pin and did not work, I moved to another pin and longer works. Not what was the reason for it does not work.

Hello, The SPI prescale is a division of the master instruction clock. So say the oscillator is running at 4MHz. PIC 8-Bit & dsPIC30 = Instruction clock = Osc / 4 = 1MHz PIC24 / dsPIC33 = Instruction clock = Osc / 2 = 2MHz AVR = Instruction clock = Osc = 4MHz So an 8-bit PIC with an Osc speed of 4M...
