Supply pins decoupling

Morning All

Whilst looking around on ICSP information

I cannot remember what i what reading but the recommendation was to fit ceramic capacitors - why is this a frequency thing ?
i automatically connect a wima MKS2 100nf across both supply pins.

I plan to use the internal osc set at 32 MHz on my device so i am not sure what noise this would generate on the supply pins

thought so frequency .... nice to have it confirmed. Never had a issue with the MKS2's but I wont temp fate with this project but then again never had one ticking at 32 MHz before usually a lot less than this.
