ChipKIT UNO32 PICKIT

Hi All
I program provides a clock generator for the UNO32 with PicKit3.
My initial position: 1.0 Hz clock at the exit EO / PIN 26 generate
Result: at the exit E0 / Pin 26 2.0 Hz clock.
What do I make wrong?
