Comments can be used to for a wide range of different purposes, the main use for comments is usually to explain the project to other people so that it is easier to understand and therefore can be used to educate others and even work on the project if needed.

Comments can be used in projects to mark areas which areas should not be tampered with and left alone, or areas may need editing or can be improved or further expanded upon. This also allows others to learn from public projects and manipulate them for their own uses (if allowed) etc.

Other examples include being used to explain how the program works as well as marking which sections need to be edited and which areas should not be touched. Comments also allow you to mark where you stopped working on a project to quickly continue where you left off, you can also highlight areas for further expansions in the future.
